An option to deal with tariffs is to lower their costs in someway.
Using tariffs as away to shift home taxation to those who wish to sell in a country. One long term result of this 'trade war' is the rising of a country's economy by putting their own money into a project. The Philippines will shift as it needs to defend it's self and it's ex-pats else where.
