An option to deal with tariffs is to lower their costs in someway.
Using tariffs as away to shift home taxation to those who wish to sell in a country. One long term result of this 'trade war' is the rising of a country's economy by putting their own money into a project. The Philippines will shift as it needs to defend it's self and it's ex-pats else where.

Islamists in Nigeria attacked a local church with the Government claiming it was a robbery. Five people have been killed with many more kidnapped by the attackers. Government set military and police to the town but locked it down because locals were protesting the Government's response.
